Nabire, Bumiofinavandu – Pagi ini Selasa (30/08/2022), ada kejadian menarik di Stasiun Pengisian Bahan Bakar Umum (SPBU) 01 yang berada di Jalan Yos Sudarso Kelurahan Oyehe, Distrik Nabire Papua.
Kejadiannya adalah seorang sopir yang sedang mengantri BBM mengamuk. Dia terlihat sedang membuka pintu beberapa kendaraan roda empat yang sedang mengantri, lalu membuang beberapa drum keluar dari mobil-mobil itu.
Diapun berteriak dan menjelaskan bahwa hal ini terjadi dalam beberapa waktu. Tentunya orang ini mengamuk karena tindakan yang dilakukan oknum penimbunan sangat merugikan orang lain. Sepertinya, drum-drum tadi akan diisi BBM jenis Solar.
Lalu seorang lain merekam dan membagikannya ke salah satu grup Facebook, IKKN. Postingan ini juga juga beredar di beberapa grup WhatsApp di wilayah Nabire.
Parahnya, petugas di SPBU sepertinya sudah mengetahui hal ini dan membiarkan begitu saja lalu melayani para pengantri BBM dengan menggunakan drum-drum tersebut. Kalau sebelumnya tangki mobil di modifikasi agar isinya lebih banyak dari isi normal. Bahayanya lagi, mobil-mobil NANGKA ini pasti berada di antrian paling depan.
Ada apa dengan semua ini???
Kejadian itu menimbulkan ragam tanggapan. Ada yang mempertanyakan dimana aparat Kepolisian, ada pula yang menanyakan Pemkab setempat bahkan Dinas Perdagangan serta DPRD Nabire.
Siapa sebenarnya diantara mereka ini yang berwewenang untuk menertibkan perilaku antrian mobil-mobil NANGKA yang mengambil BBM subsidi?
Audah barang tentu bahwa hasil dari antrian BBM ini akan dijual kepada pengecer untuk menjualnya lagi kepada pengguna kendaraan (konsumen). Bisa dipastikan juga bahwa pengecer jugalah yang mengantri saban hari di SPBU yang ada di daerah ini. Para petugas di SPBU sepertinya membiarkan hal ini terjadi, mungkinkah ada kerjasama? hehehehe.
Fenomena ini sudah berlangsung lama, namun sepertinya dibiarkan begitu saja. Alhasil, hampir seluruh SPBU yang ada sabab hari akan terlihat antrian panjang kendaraan baik roda dua hingga roda 10.
Namun kali ini tidak ada pembahasan lanjut tentang antrian ini, tetapi kita akan bahas tentang harga eceran BBM, khususnya Pertalite di Nabire.
Para pengemudi atau pengguna kendaraan bermotor baik roda dua maupun empat, bisa mendapatkannya dari penjual eceran botol maupun pemilik Pom mini. jika memang kebelet dan tidak ingin masuk terperangkap dalam antrian panjang di SPBU.
Penjual eceran bisa ditemui dipinggir jalan hampir seantero Kota Nabire. Ada yang hanya menggunakan botol dengan ukuran satu liter dan adapula yang menjual dengan menggunakan Pom mini.
Dulu sebelum ada antrian panjang, harga BBM jenis Pertalite per satu liter atau botolnya masih normal dari penjual eceran di pinggir jalan. Maksudnya takaran itu utuh satu liter dan harganya masih berkisar di Rp 10.000 rupiah.
Namun dua bulan belakangan, harga perbotol sudah bervariasi untuk BBM jenis Pertalite. Ada yang isinya satu liter sesuai takaran, ada yang melebihi takaran dan paling seru ada yang sangat di bawah takaran.
Berikut tiga versi takaran pengencer BBM jenis pertalite di pinggir jalan;
- Satu liter/botol utuh sesuai takaran, Harga Rp 12.000.
- Satu liter/botol dibawah takaran, Harga Rp 10.000.
- Satu liter/botol diatas takaran, Harga Rp 15.000.
Lalu bagaimana cara mendapatkan Pertalite untuk dijual lagi?
Salah satu pengecer, sebut saja Abunawas, menceritakan bahwa Pertalite yang dijual adalah hasil dari antrian sendiri. Saban hari mulai pagi, Ia akan melaju dan masuk di barisan antrian di SPBU.
Bisa berjam-jam Ia akan menghabiskan waktu di sana untuk mendapat apa yang diinginkan. Padahal dulunya tidak ada antrian, sehari bisa dua kali antrian.
“Dulu bisa dua kali antri, sekarang satu kali saja. Saya jual dengan harga standar, takaran kurang dari satu liter dengan harga Rp 10.000 perliter,” ujar Abunawas.
Berbeda dengan Wanto (bukan nama sebenarnya). Wantu akan menjial dengan harga satu liter Rp 15 ribu rupiah, main takarannya lebih satu liter. Hampir botol terisi penuh dari biasanya.
Adapula penjual lain, Ia akan mengurangi takaran dibawah satu liter. Lalu menjualnya seharga Rp 10.000 rupiah.
Berbeda lagi dengan Pom Mini yang mulai membanjiri pinggiran jalan. Patut diguna bahwa takaran tidak akan sampai untuk satu liternya.
Sebetulnya tidak perlu dipersoalkan para pengecer di pinggiran jalan, sebab mereka ini sangat membantu jika pengendara tidak sempat mengantri di SPBU. Namun, perlu dipertanyakan juga bahwa usaha ini apakah memiliki izin resmi dari Pemerintah.
Kejadian semacam ini sudah seringkali terulang. Maka seharusnya dibentuk tim guna menyelesaikan persoalan BBM di Nabire. Bahkan tim sesuai informasi yang diperoleh sudah dibentuk namun belum ada realisasinya.
Apalagi pengecer dengan Pom mini hingga saat ini tidak memiliki izin dari instansi terkait, sebab Pom mini tidak termasuk dalam golongan
Tim ini terdiri dari TNI, POM, Polri, DPRD serta Dinas Perdagangan guna bekerja sesuai dengan UU meteorologi legal dan perlindungan kunsumen. Apalagi dalam pernyataan penjualan enceran di Pom mini, bahwa ketika terjadi sesuatu maka Pemerintah daerah tidak akan dilibatkan sebab ada larangan dari Dinas terkait untuk tidak menggunakan Pom Mini.
Perlu diketahui, bahwa penjualan BBM jenis Solar, Pertalite dan Pertamax hanya diizinkan penjualannya di SPBU dan Stasiun Pengisian Bahan Bakar Nelayan (SPBN).(*)
