Nabire, Bumiofinavandu – Warga Kampung Ororodo, Distrik Yaro, Nabire Papua, sempat memalang Kantor Kampung. Pemalangan ini buntut dari penunjukan Kepala Kampung (Kakam) oleh Pemkab Nabire. Kampung inipun dinyatakan tidak mengikuti Pemilihan Kepala Kampung (Pilkakam) serentak yang akan berlangsung pada Selasa (20/09/2022) pekan depan.
Anggota Komisi A turun langsung di Kampung Ororodo adalah Marcy Kegou, Karet Tabuni, Sambena Inggeruhi dan Frans Hei. Palang kemudian dibuka setelah para wakil Rakyat ini berdiskusi dengan warga setempat.
Salah satu warga Kampung Ororodo, Martinus Pokowai mengatakan, Kampungnya tidak diikut sertakan dalam pemilihan Kakam nanti pekan depan. Masyarakat Kampung Ororodo menginginkan pilkakam berdasarkan aturan yang berlalu dan bukan penunjukan. Sehingga sebagian warga tidak menerima keputusan tersebut dan melakukan pemalangan Kantor Kampung.
“Warga di sini mau pemilihan, bukan penunjukan. Kalau penunjukan maka harus kumpulkan dulu masyarakat, bukan main langsung. Ini yang timbul masalah sampai Kantor Kampung di Palang,” terang Markus.
Menanggapi hal tersebut, Komisi A DPRD Nabire mendatangi Kantor Kampung Ororodo. Kehadiran Komisi yang membidangi pemerintahan ini guna mendengar langsung aspirasi masyarakat setempat dan bertemu beberapa perwakilan masyarakat Ororodo pada Rabu (04/09/2022).
Anggota Komisi A, Marcy Kegou mengatakan, Pilkakam diatur dalam UU Desa sebab Kepala Kampung (Kakam) adalah pemerintahan terkecil di Kampung. Sehingga Pilkakam harus digelar dan melibatkan seluruh warga di Kampung Ororodo. Tidak elok juga jika seorang Kakam ditunjuk sebab belum tentu menguasai tupoksinya.
Kegou meminta agar Kampung Ororodo melaksanakan Pilkam guna melahirkan pemimpin Kampung yang bisa membangun daerahnya.
“Jadi saya hadir disini tidak memihak ke siapapun tetapi ingin tegakkan aturan. Jadi biarkan mengalir agar anak-anak di kampung ini tau tentang demokrasi dan pemerintahan,” kata Kegou.
Ketua Komisi A DPRD Nabire Sambena Inggeruhi menambahkan bahwa pihaknya telah menerima aspirasi dari warga Ororodo. Nantinya, aspirasi masyarakat akan di bahas di dalam rapat bersama pimpinan DPRD, guna mengeluarkan rekomendasi kepada eksekutif untuk ditindaklanjuti.
“Komisi A ingin agar Pilkakam tetap berpedoman pada Peraturan Bupati nomor 26 Tahun 2022 tentang pemilihan Kepala Kampung. Hal-hal lain menyangkut kebijakan misalnya dalam Perbub lima calon, lalu ada yang lebih dari lima calon maka diakomodir sana dan nanti masyarakat yang pemilih sesuai hati nuraninya,” pungkas Inggeruhi.(*)
