Pasalnya, sejumlah legislator Papua berasal dari daerah pemilihan tiga Provinsi yang baru saja di mekarkan tersebut. misalnya Provinsi Papua Tengah, Provinsi Papua Pegunungan dan Provinsi Papua Selatan.
Sementara di dalam UU No 14 tahun 2022 tentang Pembentukan Provinsi Papua Selatan, 15 tahun 2022 tentang Pembentukan Provinsi Papua Tengah dan 16 tahun 2022 tentang Pembentukan Provinsi Papua Pegunungan dan UU Pembentukan Provinsi PBD, belum diatur, Tupoksi tentang anggota DPRP yang belum berakhir masa jabatannya sampai 30 Oktober 2024.
Padahal, beberapa Daerah Otonom Baru adalah Dapil atau Dapeng dari 49 Anggota DPRP dan 29 Anggota DPRPB artinya terdapat Kekosongan Hukum sehingga agar DPRP dan DPRPB tidak hanya melakukan kegiatan pengawasan pada daerah yang bukan merupakan daerah pemilihannya. Atau daerah daerah pengangkatannya dan tidak jelas peranan DPRP dan DPRPB di DOB yang merupakan Dapil atau Dapeng.
“Maka harus ada payung hukum hal ini. Juga termasuk dengan belanja bagi anggota DPRP dan DPRPB yang masih berkantor di DPRP dan DPRPB sampai dengan 2024,” ujar Ketua Kelompok Khusus (Poksus) DPR Papua, John NR Gobai kepada Bumiofi pekan lalu.
Mereka yang bertemu Watubun di antaranya, Paskalis Letsoin, John NR Gobai, Yonas Nusy, Kope Wenda serta Piter Kwano.
Menurut Gobai, pihaknya bertemu dan menyampaikan sesuai dengan UU No 30 Tahun 2004, tentang Administrasi Pemerintahan. Sehingga Pemerintah menggunakan hak diskresinya dan membuat dalam sebuah payung hukum, yang mengatur tentang tupoksi DPR Papua periode 2019-2024 yang berasal dari tiga dapil tersebut.
“Sehingga kami tetap dapat melakukan pengawasan, kunker dan lain-lain sesuai tupoksi di daerah pemilihan dan daerah pengangkatan yang telah masuk ke dalam daerah otonom baru sampai dengan masa jabatannya berakhir. Apalagi di Tahun 2023 dan 2024 adalah tahun politik, anggota harus membangun komunikasi terus menerus dengan konstituennya. konsekuensinya adalah pendanaan bagi DPRP dan DPRPB harus disiasati oleh karena adanya daerah otonom baru dan juga dibuat sebuah payung hukum oleh Pemerintah,” tuturnya.
