Karadiri, Bumiofinavandu –   Penjabat Gubernur Papua Tengah, Dr. Ribka Haluk, memaknai usia Provinsi ini yang telah berusia 1 tahun. Haluk memaknadi dengan sebagai arti sebuah ketulusan, komitmen dan keteguhan. Hal itu disampaikannya dalam sambutannya pada perayaan ibadah syukuran dan persta rakyat 1 Tahun Provinsi Papua Tengah, yang digelar di Lokasi Perkantoran Provinsi Papua Tengah, Karadiri, Distrik Wanggar, Nabire, Rabu (29/11/2023) kemarin.

Dia menjelaskan, saat ini tepat 384 hari setalah pengesahan daerah otonomi baru (DOB) Provinsi Papua Tengah oleh Presiden RI Joko Widodo pada tanggal 25 Juli 2022 dan pengesahan system pemerintahan yang ditandai dengan pelantikan dan pengesahan pejabat Provinsi Papua Tengah.

“Khusus Provinsi Papua Tengah memiliki 8 Kabupaten dan 11 November 2022 di Jakarta oleh Mendagri atas nama Presiden melantik kami sebagai Penjabat Gubernur. Saya dilantik seorang diri pada saat itu, hanya dibekali dengan 11 road map sebagai penuntutn arah atau kompas menuju arah rumah besar rumah kita saat ini yaitu Provinsi Papua Tengah,” ungkap Ribka Haluk dengan meneteskan air mata.

Ribka Haluk yang saat itu merasa haru merayakan HUT Pertama Provinsi Papua Tengah menerangkan, Provinsi Papua Tengah yang beribukota di Nabire, terletak di teluk cendrawasih dengan memiliki 8 kabupaten, yaitu Nabire, Dogiyai, Deiyai, Paniai, Mimika, Puncak Jaya, Puncak dan Intan Jaya dengan jumlah penduduk 1 juta 300 jiwa.

“Lalu pada tanggal 18 Novemer 2022 saya bergeser ke Nabire didampingi suami dan anak-anak. Saat itu, saya diberikan tugas untuk membangun system pemerintahan dan 1 minggu kemudian pemerintahan mulai saya bangun dengan diawali mengangkat Valentiunus Sudarjanto Sumito sebagai Sekda, untuk kemudian bersama-sama membantu saya melaksanakan 11 road map yang ditugaskan kepada saya,” tuturnya.

Ribka Haluk menerangkan banyak hal yang dapat diceritakannya dalam membangun system pemerintahan di Provinsi Papua Tengah, akan tetapi ada 3 makna penting yang ingin disampaikannya, yakni ketulusan, komitmen dan keteguhan.

“Pertama tentang arti sebuah ketulusan, sejak provinsi ini diresmikan, kami datang ke Kota Nabire ini dengan tekad yang tulus dalam mempersiapkan sebuah model dan pundasi pemerintahan. Saat itu juga saya mulai membangun relasi atau hubungan satu sama lain dengan membentuk kelompok kerja,” jelasnya.

Lalu makna kedua arti sebuah komitmen, yakni setelah membentu suatu kelompok kerja yang disebut dengan manajemen ASN pada 20 Desember 2022, saat itu ia mulai membangun komitmen untuk menyiapkan sarana dan prasarana tempat bekerja dalam melayani masyarakat.

“Tentu kami ingin ucapkan terima kasih kepada Bupati Nabire Mesak Magai, yang telah membantu kami dengan berbagi lingkungan perkantorannya untuk kami jadikan sebagai tempat kerja dan melayani masyarakat,” tegasnya.

Lalu makna ketiga yakni arti sebuah keteguhan, dimana semua pihak tetap teguh dalam mensukseskan agenda prioritas yang telah diberikan Presiden RI melalui Mendagri yakni 11 road map. “Sekali lagi saya sampaikan 11 road map inilah kompas petunjuk arah, untuk membangun rumah besar yang kita cintai ini,” katanya.

Ada 11 Road Map agenda prioritas bagi daerah otonom baru, yaitu perta cipta kondisi pasca pengundangan juga telah dilakukan oleh Mendagri 6 bulan setelah pengesahan DOB 25 Juli 2022. Lalu pembentukan perangkat daerah dan manajemen ASN juga telah dilakukan.

“Manajemen ASN dan membentuk perangkat kerja juga sudah kita lakukan, dimana saat itu kita sepakat setiap kabupaten menyerahkan 100 ASN plus 2 para pejabatnya. Saat itu kami kumpul dengan seluruh para bupati dan kita sepakat setiap kabupaten memberikan kita masing-masing 2 orang pejabat SKPD nya,” tuturnya. > bumiofi Navandu: Lalu yang ketiga, kata Ribka Haluk penyusunan PerGub tentang APBD yang sudah dilakukan. Keempat pengalihan aset dan dokumen yang juga telah dilakukan bersama pemerintah provinsi Papua (daerah induk). “Kami provinsi DOB yang tercepat dalam pengalihan asset, bicara waktu kita diberikan 3 tahun, namun tahun ini kita sudah selesai,” pungkasnya.

Road map kelima, pengalokasian dana hibah dari kabupaten cakupan dan Provinsi Papua induk juga sudah dilakukan. Keenam pembinaan dan pengawasan serta evaluasi, dalam kedudukan gubernur sebagai wakil pemerintah pusat di daerah juga telah dilakukan.

“Ketujuh pembentukan MRP Papua Tengah juga telah selesai dilaksanakan, tinggal menunggu pelantikan keterwakilan agama. Kemudian penyediaan sarana prasarana pemerintahan juga saat ini sudah 98% tinggal menunggu proses pembayaran yang tengah berjalan,” katanya.

Ia melanjutkan road map kesembilan, yakni persiapan Pemilihan Umum tahun 2024, saat ini telah kita alokasi hibah untuk penyelenggara pemilu dan aparat keamanan. Kesepuluh Pilkada Gubernur dan Wakil Gubernur juga telah dialokasikan hibah dan para Bupati juga telah menganggarkannya.

“Terakhir Penyusunan Rencana Tata Ruang Wilayah (RTRW) sudah hampir selesai, untuk master plan sudah 100 persen. Melihat capaian terhadap 11 agenda prioritas ini, tentu diperkirakan telah mencapai 95%,” tuturnya.

Ribka Haluk mengucapkan terima kasih dan penghargaan yang setinggi-tingginya kepada semua pihak yang telah memberikan kontribusi besar bagi keberhasilan pemerintahan dan pembangunan di Provinsi Papua Tengah, mulai dari jajaran birokrasi pemerintahan khususnya Bupati se-Provinsi Papua Tengah, jajaran TNI, Polri, Forkopimda secara keseluruhan, instansi vertikal, para pengusaha, pelaku ekonomi, baik UMKM dan koperasi, tokoh agama, kampus, media, seluruh masyarakat Papua Tengah.
