BP3OKP sosialisasi percepatan Pembangunan Otsus Papua, Petrus Agapa; Dogiyai masih kekurangan SDM, Selasa (12/12/2023). – Bumiofinavandu/Martinus Dumupa.

Dogiyai, Bumiofinavandu –    Badan Pengarah Percepatan Pembangunan Otonomi Khusus Papua (BP3OKP) menggelar sosialisasi percepatan pembangunan Otonomi Khusus Papua. Sosialisasi tersebut berlangsung di Kantor Bupati Dogiyai, Kampung Kimupugi, Distrik Kamuu, Selasa (12/12/2023).

Sosialisasi ini dihadiri dipimpin oleh oleh Irjen. Pol. (Purn) Drs. Pietrus Waine, beserta anggota BP3OKP Perwakilan Provinsi Papua Tengah dan diikuti para kepala OPD dan Forkompinda di wilayah itu.

Penjabat Bupati Dogiyai, Petrus Agapa, ,mengajak para peserta untuk menyimak dengan sensasi arahan dari dan sosialisasi dari Irjen. Pol. (Purn) Drs. Pietrus Waine. Bahwa struktur organisasi dan hubungan BP3OKP dengan Pemda Kabupaten Dogiyai sangatlah penting.

Sehingga akan fokus kepada pembangunan OAP dari segala sektor. Untuk itu, diharapkan pada pemimpin lihai dalam mengemas program dan kegiatan, guna memberikan solusi terhadap masalah pembangunan di Kabupaten Dogiyai.

“Selama sekian tahun ini sumber dana otsus dinikmati oleh seluruh pejabat yang ada dalam struktural, sehingga realisasi manfaat belum dirasakan oleh masyarakat Papua itu sendiri,” ungkap Agapa.

Dikatakan, Otsus dirancang dengan program kegiatan melalui instansi teknis terkait. Namun diakui Agapa, di Dogiyai  sendiri, masih kekurangan SDM di beberapa OPD, misalkan Dinas Kesehatan dan Pendidikan, Pemberdayaan Ekonomi Rakyat. Kemudian kebiasaan yang selama ini terjadi, banyak pegawai yang mendahulukan dana dan anggaran sebelum melaksanakan kegiatan. Hal itu yang perlu dirubah, jangan selalu kedepankan uang, tetapi melayani masyarakat terlebih dahulu.

Beberapa OPD sudah melakukan rekrutmen terhadap anak-anak muda dari Dogiyai dalam rangka edukasi dan pemberdayaan manusia. Misalnya oleh Dinas Ketenagakerjaan, Dinas UKM dan Koperasi, dan Dinas Perhubungan, termasuk Dinas-dinas lainnya juga sudah memiliki program yang memanfaatkan dana Otsus.

“Kedepan perlu kita tingkatkan lagi pelayanan masyarakat menggunakan Dana Otsus,” kata Agapa menjelaskan.

Sementara itu, Irjen. Pol. (Purn) Drs. Pietrus Waine, mengungkapkan bahwa BP3OKP tidak mengelola dana otsus, namun merupakan sebuah badan pengarah dalam rangka percepatan pembangunan di Papua yang dikelola menggunakan dana Otsus.

BP3OKP sendiri dibentuk pada tahun 2022 yang diketuai oleh Wakil Presiden RI. Anggotanya terdiri dari tiga Menteri yakni Mendagri, Menkeu, dan Bappenas serta enam Provinsi di Tanah Papua.

“Ada program-program prioritas yang dilakukan, antara lain: Papua Sehat (Bidang Kesehatan), Papua Cerdas (Bidang Pendidikan), Papua Produktif (Bidang Kesejahteraan Ekonomi),” ungkap Irjen Waine.

Dia bilang, UU No. 21 Tahun 2001 tentang Otonomi Khusus (Otsus) muncul karena adanya evaluasi bahwa Papua memiliki kelemahan pada beberapa aspek. Arahan Presiden RI tentang Otsus mengharapkan Papua perlu semangat, paradigma, desain, dan cara kerja baru untuk menghasilkan lompatan kemajuan kesejahteraan rakyat Papua.

Maka tugas BP3OKP dalam PP No.106 Tahun 2021 Bab IV Pasal 85 s.d 91 adalah pelaksanaan sinkronisasi, harmonisasi, evaluasi, dan koordinasi yang meliputi perencanaan dan pelaksanaan serta pembinaan dan pengawasan percepatan pembangunan dan pelaksanaan otsus di wilayah Papua. Visinya adalah terwujudnya Papua Mandiri, Adil, dan Sejahtera.

“Gunakan kesempatan untuk membangun Papua. Membangun Papua dengan kasih, membangun Papua dengan hati, menuju Papua Baru,” pungkasnya.[*]
