Nabire, Bumiofinavandu – Pemprov Papua Tengah melalui Dinas Lingkungan Hidup Kehutanan dan Pertanahan menggelar Kick Off dan Focus Group Discussion Kesatu (FGD-1). FGD-1 digelar guna penyusunan Kajian Lingkungan Hidup Strategis (KLHS) Rencana Tata Ruang Wilayah (RTRW) di Provinsi ini dan berlangsung di aula Gedung RRI, Selasa (05/12/2023).
Penjabat Gubernur Papua Tengah, Dr. Ribka Haluk, mengungkapkan bahwa tujuan penataan ruang Provinsi ini adalah mewujudkan Papua Tengah yang mandiri dan maju melalui optimalisasi industri yang berkelanjutan untuk mewujudkan masyarakat yang adil dan makmur di Tahun 2045.
“Maka dibutuhkan instrumen pengendali dan mitigasi yang disebut KLHS, guna mewujudkan penataan ruang yang memiliki konsep berkelanjutan,” ungkap Ribka Haluk dalam sambutannya yang dibacakan Staf Ahli Gubernur Bidang Kemasyarakatan, Sumber Daya Manusia dan Pengembangan Otonomi Khusus,Ukkas.
Dia menerangkan, KLHS adalah salah satu instrumen yang digunakan oleh pemerintah untuk melakukan pengendalian dan pencegahan atau mitigasi, terhadap dampak-dampak lingkungan yang akan timbul akibat dari penggunaan ruang untuk pembangunan.
Menurut Peraturan Pemerintah Nomor 27 tahun 2017 tentang tata cara penyelenggaraan kajian lingkungan hidup strategis, mewajibkan pemerintah pusat dan pemerintah daerah untuk membuat klhs untuk memastikan bahwa prinsip pembangunan berkelanjutan telah menjadi dasar pembangunan dan terintegrasi dalam pembangunan suatu wilayah dan/atau kebijakan, rencana dan program.
“Hal ini sejalan dengan Peraturan Menteri Agraria dan tata ruang/kepala Badan Pertanahan Nasional Republik Indonesia Nomor 5 tahun 2022 tentang tata cara pengintegrasian kajian lingkungan hidup strategis, yang mengamanatkan pembuatan dan pelaksanaan KLHS harus terintegrasi ke dalam proses penyusunan Rencana Tata Ruang (RTR) serta dilaksanakan secara timbal balik antara perumusan materi muatan RTR dengan materi muatan KLHS,” tuturya.
Dia menjelaskan, atas dasar amanat kedua aturan tersebut, maka hari ini kita berkumpul ditempat ini guna secara bersama-sama melakukan identifikasi isu pembangunan berkelanjutan yang terbagi dalam tiga pilar yaitu isu lingkungan, isu ekonomi dan isu sosial budaya.
“Hal ini dilakukan dalam proses pembuatan KLHS, karena KLHS bukan hanya suatu proses teknokratik atau ilmiah semata, melainkan juga proses deliberatif yang mengutamakan keterlibatan pemangku kepentingan,” tegasnya.
Ia berharap pada FGD ini selain identifikasi pemangku kepentingan tetapi juga dapat dilakukan identifikasi dan perumusan isu pembangunan berkelanjutan dan identifikasi materi muatan kebijakan rencana program dalam rencana tata ruang yang berpotensi menimbulkan pengaruh terhadap kondisi lingkungan hidup.
“Untuk itu saya berharap, kelompok kerja penyusunan KLHS RTRW Provinsi Papua Tengah yang didalamnya terdapat tenaga ahli agar dapat bekerja maksimal dan terus berkoordinasi dengan pokja RTRW untuk menyatukan persepsi terkait isu pembangunan berkelanjutan dan kebijakan rencana program yang kemudian akan terimplementasi pada struktur dan pola ruang,” pungkasnya.
“Hasil dari FGD ini berupa isu pembangunan berkelanjutan kemudian akan diramu oleh pokja KLHS dan tim ahli untuk dikonsultasikan ke publik besok Rabu 6 Desember 2023. Untuk itu saya berharap saudara-saudara yang hadir saat ini agar tetap hadir besok bersama-sama dengan mitra pembangunan yang berasal dari Perguruan Tinggi, BUMN, TNI, Polri dan lainnya untuk mengikuti konsultasi publik hasil FGD hari ini,” pungkasnya.[*]
