Tanggal 04 Desember 2023 mendatang, Noken Papua telah memasuki tahun yang ke-11, setelah sebelumnya pada 04 Desember 2012 silam, UNESCO menetapkan sebagainya salah satu warisan budaya tak benda.

Ditetapkannya Noken sebagai warisan budaya, tak terlepas dari perjuangan dan keberhasilan seorang Ogai Titus Pekei yakni NOKEN PAPUA MENJADI NOKEN UNESCO, 04 Desember 2012.

Namun bagaimana dengan perkembangan Noken di Indonesia saat ini, atau secara khusus di Tanah Papua?

Dalam sidang Noken di room meeting UNESCO pada hari Selasa itu (04/12/2012), seorang putra asli Papua, yakni Ogai Titus Pekei menghadiri sidang bergengsi itu. Sebagai delegasi masyarakat pribumi Papua, mewakili yang “Mama-mama noken” dari tujuh wilayah adat di bumi cenderawasih.

Noken Papua, merupakan tradisi hidup yang turun-menurun sejak leluhur hingga saat ini. Maka pengakuan Noken sebagai “Warisan Budaya Tak benda” oleh ICH-UNESCO. Dengan topik yang ditetapkan ICH UNESCO adalah Noken multifungsi tas rajutan atau anyaman kerajinan tangan dari masyarakat asli Papua. Penetapan itu menurut pasal 17, Konvensi 2003 UNESCO. Hari noken ke-11 tahun.

Sejak ditetapkan menjadi warisan budaya 11 tahun silam hingga kini negara Indonesia masih belum memahami apa itu noken? Siapa itu noken multifungsi?

Mengapa Noken diakui ICH-UNESCO? Sebab pembahasan dan penetapan Noken sebagai warisan budaya dunia, merupakan sebuah hari keberhasilan bagi perempuan atau di Tanah Papua atau  yang biasa disapa “Mama Noken”.

Pada peringatan 11 tahun nanti (04/12/2023), akan mengusung dengan topik peringatan “Gerakan Pelestarian Noken Warisan Budaya Dari Tanah Papua Untuk Dunia”. Akan menjelaskan bahwa “Komunitas Kebudayaan” memperingati HARI NOKEN UNESCO KE-11 TAHUN.

Hari Noken, adalah hari keberhasilan dari buah cinta kasih seorang perempuan, ibu yang sering disebut mama-mama noken terhadap anaknya. Sebagai mana Noken Papua adalah wadah kehidupan yang di rajut atau anyam melalui peradaban atau kemahiran kerajinan tangan masyarakat pribumi Papua.

Noken warisan budaya yang turun-menurun dari masa ke masa atas buah karya tangan, hati, pikiran seorang perempuan yang biasa disebut Mama-mama Noken.

Mama Noken Papua Dalam Komunitas Kebudayaan Dunia. Noken memiliki unsur kebudayaan universal dengan adanya keunikan, kekhasan yang tak tergantikan. Noken terdapat ada hanya di tanah Papua.

Sangat pantas kalau komunitas warisan budaya tak benda itu memperingati setiap tahun, sebagaimana mengenang sejarahnya menjadi warisan budaya.

Menyenang peringatan 1 tahun ditetapkan, yakni pada 04 Desember 2012, dimana perlunya memperingati hari noken multifungsi di tanah papua. Pemerintahan tersebut mengusung tema, “Gerakan Cinta Noken Warisan Budaya Dunia”.

Di tanah Papua, barangkali masih dalam masalah adalah merusak noken kehidupan dalam berbangsa dan bernegara, baik secara intern maupun ekstern antar kawasan.

Pertanyaannya, mengapa negara tidak melestarikan noken sesuai konvensi 2012? Sebagai solusi dalam pemajuan kebudayaan bagi NOKEN PAPUA sebagai warisan keadaban manusia Papua di planet bumi ini.

Upaya pelestarian, perlindungan, dan pengembangan serta pemanfaatan warisan budaya tak benda yang hidup bersama komunitas perajin noken di tanah Papua.

Padahal sang penggagas dalam hal ini Titus Pekei sebagai Sang Penggali Noken. Tahun 2007, terlibat kontribusi masukan dan merevisi undang-undang tentang pemajuan kebudayaan. Konsep pikiran kebhinekaan pun dikemasnya. Misalnya satu pulau Papua atau Nieuw Guinea. Papua New Guinea dan dalam tujuh wilayah adat Papua yang telah turun-temurun namun pada saat itu (1999-an), mulai krisis dan menjadi multi masalah bagi tanah Papua.

Manusia Noken Papua sejak penciptaan hadir berbusana dengan memikul noken ditubuhnya. Noken berbahan alami hadir menjadi solusi dalam pertahanan entitas jati-diri manusia komunitas warisan budaya takbenda- ICH-UNESCO. Seiring perkembangan dan perubahan masa digital kini, noken hadir lalu diakui hingga pada tanggal 4 Desember 2023 menjadi hari ulang tahun ke-11 tahun.

Setelah “Noken Multifungsi Tas Rajutan Atau Anyaman Kerajinan Tangan Masyarakat Papua”, dibahas dan ditetapkan menjadi warisan budaya Tak Benda UNESCO yang membutuhkan perlindungan mendesak (Pasal 17 Konvensi 2003).

Tanpa adanya upaya memusnahkan melalui negara-negara pihak anggota UNESCO yang masih apatis selama ini, terhadap alam semesta dalam pelestarian lingkungan hutan tropis, tanpa pemajuan kebudayaan Noken Papua.

Sepihak, negara masih terus diplomasi kompromi usaha sumber daya alam Papua adalah upaya irasional yang segera hentikan. Di tanah Papua adalah tanah adat penghuni pulau Papua. Sumber Daya alam apa pun yang terdapat diatas tanah Papua adalah Milik Rakyat Melanesia Tanah Papua.

Perlu regulasi

Noken, telah diwajibkan oleh sebagian besar pemerintah daerah di Tanah Papua agar dipakai bersamaan dengan batik Papua setiap hari Kamis. Pemkab Nabire dan Jayapura misalnya, pernah mencanangkan hari Kamis sebagai hari wajib oken dan batik Papua. Namun sejauh mana gerakan ini dibudayakan, hingga hari ini dinilai belum maksimal.

Sehingga Pemerintah daerah di seluruh Tanah Papua, seharusnya menetapkan regulasi bagi Noken.  Regulasi ini bertujuan untuk memasyarakatkan  “Gerakan Cinta Noken Warisan Budaya Dunia”.

Regulasi atau peraturan daerah dinilai sangat penting untuk melestarikan budaya noken di Tanah Papua, bukan Indonesia. Agar token tidak hanya dimanfaatkan sebagai alat uang dipajang atau asal pakai, tetapi lebih kepada bagaimana merasa memiliki dan memanfaatkan noken dalam keseharian.

Diwajibkannya noken setiap hari Kamis oleh para ASN, mungkin saja tidak dibarengi dengan niat tulus dalam membudayakan noken out sendiri.

“Sejauh manakah upaya pemerintah daerah di seluruh Tanah Papua untuk mengadakan perda bagi Noken sebagai budaya wajib di Papua,” ungkap Titus Pekei dalam satu kesempatan.

Titus Pekei bakwan mengaku merasa kesal terhadap pemerintah, baik pusat hingga pemerintah daerah di Tanah Papua. Pemerintah pusat dinilai belum seutuhnya memasyarakatkan noken kepada warganya. Sama halnya dengan pemerintah daerah di seluruh  Tanah Papua.

“Ya, karena pusat begitu. Biasa-biasa saja jadi pemerintah daerah juga ikut biasa-biasa,” tambahnya.[*]
