Ribka Haluk harapkan Pemerintahan bersih dan bebas dari Korupsi, Rabu (22/11/2023). – Bumiofinavandu/Roy Purba.

Nabire, Bumiofinavandu –   Penjabat Gubernur Papua Tengah Dr. Ribka Haluk mengharapkan pemerintahan yang bersih dan bebas korupsi di lingkungan pemerintah daerah provinsi dan 8 kabupaten di Papua Tenga. Hal itu disampaikan pada acara penutupan evaluasi dan pendampingan verifikasi 8 area Renaksi KPK oleh verifikator Inspektorat Kemendagri di Aula Setda Provinsi Papua Tengah, Rabu (22/11/2023).

“Melalui kegiatan yang sudah berlangsung selama kurang lebih 3 hari ini, saya harapkan tidak ada kebocoran anggaran terjadi. Pemerintahan harus benar-benar bersih dan bebas dari korupsi,” ungkap Ribka Haluk dalam sambutannya yang dibacakan Plh. Sekda Provinsi Papua Tengah, Anwar Harun Damanik, S.STP.,MM.

Dalam kesempatan itu Ribka Haluk menyampaikan  terimakasih  dan memberikan  Penghargaan  kepada  Tim  Verifikator  Kementerian  Dalam Negeri   yang  telah  berkenan  untuk  datang  ke Nabire   untuk   memberikan  pendampingan  dan  pembekalan  kepada  Pemerintah  Provinsi  dan 8 Kabupaten.

“Sebagaimana kita ketahui bersama bahwa   waktu    untuk   menginput  dokumen  sesuai  Indikator  dan Sub  Indikator  dari  8 Area  Renaksi  KPK tinggal kurang lebih satu bulan lagi.  Oleh sebab itu guna  pencapaian  target  nilai Monitoring Center For Prevention (MCP)  Provinsi  Papua  Tengah harus sesuai jadwal  penginputan pemenuhan   dokumen  sesuai  indikator/sub indikator dari  8 Area  diharapkan bisa tercapai sesuai dengan target dari masing-masing area,” tuturnya.

Dalam  pencapaian  target  nilai  MCP, kata Ribka Haluk, pelaksanaan  Penyelenggaraan  Pemerintahan  Daerah  di Provinsi  Papua  Tengah  tidak  terlepas  dari  Komitmen  Kepala  Daerah  serta  keseriusan  Kepala  Perangkat  Daerah   untuk  memenuhi  Dokumen  yang  diminta  dalam  8 Area  Renaksi  KPK.

“Kepada  Inspektur  Provinsi   dan  Kabupaten serta   para Admin  MCP  untuk   selalu   memperhatikan   alokasi  waktu  pelaksanaan  penginputan  dokumen   pada  Tahun  2023   yang  tinggal  1 bulan  lagi,  sesuai  Jadwal  dan  waktu  yang telah  ditetapkan  untuk  menginput   agar  pelaksanaan  kegiatan   yang kita   laksanakan  selama  3 Hari  ini  tidak sia-sia, begitu   saja  tetapi  dapat   membawa  perbaikan  atas   pengelolaan  Tata  Pemerintahan  yang baik  di Provinsi Papua  Tengah   dalam  mensejahterakan  rakyat  sesuai  Visi  dan Amanat  Pancasila  dan UUD  1945,” tegasnya.

Sementara itu, Kepala Inspektorat Drs. Semuel Rihi, menjelaskan kegiatan pendampingan yang dilakukan tim verifikator Itjen Kemendagri ini dalam rangka peningkatan progres dari MCP KPK dalam 8 areal di wilayah Provinsi Papua Tengah. Dimana diketahui sampai saat pendampingan MCP secara akumulasi adalah pada posisi 29,54 persen dan hal ini belum sesuai dari target dari KPK.

“Target dari KPK untuk wilayah Provinsi Papua Tengah minimal 50 persen progres dari akumulasi MCP-nya. Untuk itu kami dari Inspektorat Provinsi Papua Tengah melakukan koordinasi dengan Itjen Kemendagri dari 8 areal untuk membantu pemahaman pengisian dari indikator dan sub indikator yang selama ini kita belum satu kesepahaman untuk mengisi data-data yang diminta,” jelansya.

Menurut Samuel setelah ada pendampingan ini masing-masing dari 8 areal sudah memahami evidence-evidence yang mereka harus siapkan. Ini merupakan langkah awal dari Provinsi Papua Tengah untuk bagaimana mengelola tata pemerintahan yang baik sesuai harapan KPK dan pemerintah daerah.

“Jadi prinsipnya kita ingin memperbaiki tata kelola pemerintahan yang baik dan bersih serta bebas dari korupsi,” tegasnya.

Sedangkan Auditor Ahli Madya PPUD Idjen Kemendagri, Sappe Pakpahan menuturkan selama monitoring dan evaluasi selama 3 hari ini, ia bersama tim melihat adanya komitmen dari pimpinan daerah Provinsi maupun 8 kabupaten. Selain itu admin dari pengumpul MCP juga memiliki etos kerja yang tinggi dalam bekerja sama dengan OPD-OPD terkait dalam menyajikan data untuk pengisian masing-masing evidence yang dibutuhkan.

“Selama tiga hari ini hasil kemajuan yang signifikan terjadi di seluruh daerah di Provinsi Papua Tengah, tentu ini merupakan hasil yang baik. Sehingga kedepan kita percaya pengisian MCP KPK bisa terlaksana sesuai dengan target yang telah ditentukan,” tuturnya.

Ia menambahkan aplikasi MCP ini dibuat oleh KPK dengan 8 area, yang mana hal itu merupakan bagian dari tugas yang dikerjakan oleh pemerintah daerah, diantaranya, Perencanaan dan Penganggaran, Pengadaan Barang dan Jasa, Perizinan, Pengawasan APIP,  Manajemen ASN, Optimalisasi Pajak Daerah, Manajemen BMD dan Tata Kelola Desa. 

“Nah ini dilakukan dalam rangka pencegahan terjadinya korupsi, sebab di KPK itu ada deputi pencegahan. Bagaimana  pemerintah daerah itu diharapkan mencegah terjadinya korupsi, sehingga apapun yang kita lakukan terpantau oleh teman-teman di KPK. Dan saya merasa percaya Papua Tengah sebagai daerah DOB memiliki komitmen yang tinggi jauh dari praktek korupsi, kenapa saya sampaikan begitu, lantaran apa yang dikerjakan disini, selalu diawasi atau di monitor langsung oleh pimpinannya,” pungkasnya.[*]
