Fakta Tailing Freeport, upaya dan solusi yang ditawarkan

RDPU di Kantor DPD RI,  Senin (13/11/2023). – Bumiofinavandu/John NR Gobai.

Jakarta, Bumiofinavandu –  Tailing PT Freeport yang sudah mendangkalkan sungai-sungai di beberapa kawasan di Mimika Papua Tengah, hingga sudah menyentuh area penangkapan ikan di Laut Arafura.

Akibat pendangkalan itu, masyarakat yang akan pergi pulang ke Distrik Jila, harus berlayar jauh ke arah Selatan baru kemudian masuk ke sungai yang menuju ke Jila atau Akimuga. Tentunya, hal ini berdampak pada waktu tempuh dan menelan bahan bakar serta resiko kecelakaan di laut meningkat.

Belum lagi, area penangkapan ikan dan pencarian siput semakin menyusut. Dan merusak akar budaya masyarakat yang dikenal dengan 3 S “Sagu, Sampan, dan Sungai”.

Ada kandungan serpihan emas dan ada ribuan orang melakukan pendulangan di aliran tailings, mulai dari pembuangan di Mile 74 sampai dengan Mile 31 (dekat airport).

Hal ini menggugah Kelompok Khusus (Poksus) DPR Papua untuk terus melakukan berbagai langkah dan mencari solusi mengatasi persoalan tersebut.

Kali ini, Poksus kembali menggelar Rapat Dengar Pendapat Umum (RDPU) bersama DPD RI di Kantor DPR RI Jakarta pada Senin 13/11/2023) kemarin. Selain Poksus DPR Papua Dan Komite II DPD RI, RDPU ini dihadiri juga oleh Presdir PT Freeport Indonesia diwakili oleh Direktur PTFI, Claus Wamafma dan didampingi oleh beberapa petinggi atau staff Freeport.

Claus Wamafma, menjelaskan bahwa pihaknya telah menyediakan kapal dredging atau kapal keruk. Kehadiran kapal ini untuk mengeruk atau membuka alur-alur Sungai dan digali dengan lebar 10 m dan kedalaman 2 meter. Tentunya dikerjakan pada saat air surut.

Selain itu akan bangun jalan sejauh 1 sampai 2 km untuk sampai ke titik, di mana dilakukan pengerukan, pengerukan juga dilakukan dengan menggunakan excavator amphibi.

“Freeport juga sedang mengkoordinasikan pembangunan dermaga Ottakwa. Juga terkait dengan rumah singgah, telah dilakukan koordinasi dengan Lembaga Temawi dan bersama telah pergi ke titik-titik yang rencananya dibangun rumah singgah,” jelas Wamafma.

Dalam pertemuan itu, telah disepakati dua poin yaitu;

1.             Komite II DPD RI akan membentuk tim kerja untuk menindaklanjuti pengelolaan tailing PT Freeport Indonesia.

2.             PT Freeport Indonesia akan menyiapkan jadwal untuk menindaklanjuti kesepakatan pada tanggal 11 September 2023 lalu.

Berikut beberapa upaya yang sudah dilaksanakan Poksus DPR Papua;

1.  Poksus DPR Papua 23 November 2022, mengadakan FGD. Usai FGD, ditindaklanjuti dengan menyurat Komisi IV DPR RI.

2.  Pada tanggal 01 Februari 2023, Poksus DPR Papua menggelar RDP bersama Komisi IV DPR RI terkait pendangkalan sungai yang terjadi di Mimika akibat tailing Freeport, Komisi IV menjanjikan akan membentuk Tim untuk berkunjung ke Timika.

3.  Kunjungan Dirjen GAKKUM KLHK telah berkunjung ke Timika. Dan selanjutnya Kementerian Kelautan dan Perikanan melakukan kunjungan 20-22 februari 2023 dan sampai di lokasi terdampak. Poksus DPR Papua kemudian menyurati DPD RI melalui  Komite II. DPR melalui Komite II telah melakukan kunjungan dan advokasi pada tanggal 09 Juni 2023 di Timika.

4.  Poksus DPR Papua melaporkan kejadian itu (Pendangkalan Sungai), melapor kepada Penjabat Gubernur Papua Tengah terkait tailing. Pj Gubernur PT kemudian mengirim tim ke Timika, pada Jumat, (24/03/2023. Pertemuan pu berlangsung di ruang Rapat Swiss Belhotel, Kabupaten Mimika. Pertemuan ini dihadiri tim dari Pemprov Papua Tengah, Pemkab Mimika serta masyarakat adat, untuk mendengar keluhan warga.  Pertemuan dilanjutkan pada malam harinya dengan pihak Freeport guna mendengar program-program yang telah dilakukan oleh perusahaan.

5.  Komite II DPD RI, pada tanggal 11 September 2023, mengadakan rapat kerja dengan mengundang semua pihak dan telah membuat beberapa poin kesepakatan.

6.  Poksus DPR Papua pada 01 November 2023, mengadakan kegiatan Rapat Dengar Pendapat dengan Lepemawil  Timika. RDP ini dilakukan guna menerima aspirasi dari Lepemawil Timika terkait dampak tailing freeport dalam kegiatan Dengar Pendapat di Jayapura.

Hasil kesepakatan dalam pertemuan Komite II DPD RI, pada tanggal 11 September 2023’

1.  Perlu di bangun  sekretariat bersama di Timika. Sekretariat ini nanti dalan keseharian ditempati oleh LEPEMAWIL.

2.  Untuk mempermudah koordinasi dengan Freeport, perusahaan [Freeport] segera menyediakan anggaran dan menetapkan sebuah DEPARTEMEN yang melaksanakan kesepakatan DPD RI.

3.  Perusahaan harus menyediakan anggaran untuk LEPEMAWIL tiap tahunnya, serta segera membantu melegalisasi LEPEMAMWIL.

4.  Proyek di wilayah tailing harus dikerjakan oleh putra daerah, dan diprioritaskan pengurus LEPEMAWIL. Freeport juga diminta membantu membuatkan badan hukum kontraktor kepada masyarakat setempat.

5.  Perlu dibangun skema kerja bersama kelola tailing yang dilakukan  dengan Pemprov PT, Pemda Mimika serta LEPEMAMIL dan masyarakat DASKAM.

6.  Menyediakan kapal keruk untuk merehabilitasi kerusakan lingkungan dengan cara melakukan konservasi wilayah Kawasan Pesisir, Sungai dan Pulau Kecil.

7.  Mengalirkan kembali sungai Yamaima dan dibangun sebuah jembatan layang agar MIGRASI IKAN tidak terhambat.

8.  Menyediakan sarana air bersih bagi masyarakat tiga Distri, dengan mencari sumber air bersih dapat dilakukan bersama balai wilayah sungai KEMENTERIAN PUPR.

9.  Membangun rumah singgah di beberapa titik yang sudah disepakati.

10.                    Freeport bersama LEPEMAWIL harus membuka kebun SAGU di wilayah tiga Distrik.

11.                    Bersama Pemprov Papua Tengah, melanjutkan pembangunan sarana dermaga Sipu-sipu Distrik Jita, Mimika dan membangun Dermaga Otakwa. Bila belum ada agar dapat diusulkan ke kemenhub untuk trayek kapal perintis, dengan skema subsidi Freeport menyediakan dana dan diserahkan ke Kemenhub untuk layanan kapal perintis Khusus Mimika.

12.                    Badan usaha milik anak asli untuk mengolah tailing menjadi Semen Mortar. Hasilnya kembali dibeli oleh Freeport.

13.                    Sesuai UU No 3 tahun 2020 jo UU No 4 tahun 2009 Freeport mendorong Wilayah Pertambangan Rakyat di daerah-daerah yang didulang oleh masyarakat hasilnya dapat ditampung oleh Koperasi yang dibentuk dan dapat dipungut pajak oleh Pemda.[*]
