Nabire, Bumiofinavandu – Wakil Menteri Dalam Negeri John Wempi Wetipo (JWW) melantik 28 anggota Majelis Rakyat Papua (MRP) Provinsi Tengah periode Tahun 2023-2028 dari keterwakilan adat dan perempuan.
Pelantikan dihadiri Penjabat Gubernur Papua Tengah, Dr. Ribka Haluk, Deputi Setwapres Velix Vernando Wanggai, Ketua Pengarah Percepatan Pembangunan Otonomi Khusus Papua (BP3OKP) Papua Tengah, Irjen Pol (Purn) Petrus Waine, dan seluruh Kepala OPD di lingkungan Pemerintah Provinsi Papua Tengah, Nabire (08/11/2024) malam.
Dia mengatakan, jumlah anggota MRP Papua Tengah sebanyak 42 orang, yang baru dilantik berjumlah 28 anggota dan sisanya masih ada 12 anggota yang belum dilantik, yakni dari keterwakilan agama.
JWW memberikan ultimatum kepada Penjabat Gubernur Papua Tengah, Doktor Ribka Haluk satu minggu guna merampungkan 12 anggota MRP PT yang belum dilantik itu.
“Saya berikan waktu satu minggu kepada ibu Pj. Gubernur dan Sekda bersama pihak terkait untuk segera merampungkan 12 anggota MRP Papua Tengah yang belum dilantik dari keterwakilan agama agar segera dilantik,” ungkap JWW.
Kehadiran MRP Papua Tengah menurut JWW, merupakan implementasi kebijakan dari otonomi khusus di Provinsi Papua Tengah, berdasarkan Undang-Undang Nomor 21 Tahun 2001 tentang Otonomi Khusus bagi Provinsi Papua yang telah diubah terakhir dengan Undang-Undang Nomor 2 Tahun 2021 tentang Perubahan Kedua atas Undang-Undang Nomor 21 Tahun 2001.
“MRP adalah Lembaga yang dibentuk sebagai representasi kultural masyarakat asli Papua yang memiliki kewenangan dalam rangka perlindungan hak-hak asli orang Papua, dengan berlandaskan pada penghormatan terhadap adat dan budaya, pemberdayaan perempuan, dan pemantapan kehidupan beragama. Sebagai salah satu unsur yang terlibat dalam penyelenggaraan pemerintahan daerah, MRP hanya ada di Papua, yang tidak terdapat di daerah lain di Indonesia maupun Negara lainnya,” tuturnya.
MRP Papua Tengah ditegaskan JWW, mempunyai peran strategis dalam memperjuangkan dan perlindungan orang asli Papua. Peran tersebut tercermin dalam kewenangan yang dimiliki oleh MRP-PT yakni memberikan pertimbangan dan persetujuan terhadap Bakal Calon Gubernur dan Wakil Gubernur,memberi pertimbangan dan persetujuan terhadap rancangan Perdasus yang diajukan oleh DPR Papua Tengah bersama dengan Gubernur.
“Memberi saran, pertimbangan dan persetujuan terhadap rencana perjanjian kerja sama yang dibuat oleh Pemerintah dengan pihak ketiga yang berlaku di tanah Papua khususnya yang menyangkut perlindungan hak-hak orang asli Papua, menyalurkan aspirasi, memperhatikan pengaduan masyarakat adat, umat beragama, dan kaum perempuan dan memfasilitasi tindak-lanjut penyelesaiannya dan memberi pertimbangan kepada DPRPT, Gubernur, DPRK dan Bupati/Walikota mengenai hal-hal yang terkait dengan perlindungan hak-hak orang asli Papua,” tegasnya.
Wempi menerangkan pemilihan anggota MRP Papua Tengah masa jabatan tahun 2023–2028 terdapat beberapa dinamika, untuk itu Gubernur Papua serta MRP Papua Tengah masa jabatan 2023–2028 untuk melakukan evaluasi terhadap proses pemilihan anggota MRP Papua Tengah yang lalu dalam mempersiapkan pemilihan anggota MRP Papua Tengah yang akan datang dengan sebaik-baiknya.
“Selain itu mengingat komposisi keanggotaan MRP Papua Tengah berasal dari latar belakang yang beragam, maka diperlukan persamaan konsepsi dan pemahaman terhadap tugas, kewenangan, hak dan kewajiban, agar dapat mampu mengemban tugas dan tanggung jawab sebagai anggota MRP Papua Tengah. Oleh karena itu bagi anggota MRP perlu diberikan orientasi serta pendalaman tugas dalam rangka peningkatan kapasitas,” tuturnya.
Ia berharap anggota MRP untuk melaksanakan Peraturan UU dan mempunyai komitmen untuk menjunjung tinggi nilai-nilai kebangsaan termasuk komitmen untuk melaksanakan berbagai surat pernyataan yang telah saudara-saudari tandatangani sebagai dokumen persyaratan menjadi anggota MRP Papua Tengah pada saat pendaftaran sebagai amanat pasal 4 Peraturan Pemerintah Nomor 54 Tahun 2004 tentang MRP.
“Sebagai Lembaga Kultural, anggota MRP PT hendaknya tidak masuk dalam ranah politik praktis dan lebih fokus pada pelaksanaan kewenangan dalam rangka perlindungan hak-hak asli orang Papua, dengan berlandaskan pada penghormatan terhadap adat dan budaya, pemberdayaan perempuan, dan pemantapan kehidupan beragama. Lalu meningkatkan koordinasi dan kerjasama dengan Gubernur dan DPR PT dalam mendorong penyelesaian peraturan pelaksana Undang-Undang Otsus” katanya.
Wempi menjelaskan MRP Papua Tengah juga berfungsi sebagai wadah rekonsiliasi, terutama menyangkut hak-hak dasar orang asli Papua. Perwakilan adat bertugas memberikan pertimbangan pada Pemerintah dalam menjalankan Kebijakan Pembangunan untuk memperhatikan adat budaya orang Papua.
Sedangkan komponen perempuan adalah kelompok yang masih kerap menjadi korban kekerasan dalam kehidupan. Sekarang diberikan tempat bagi wakil perempuan untuk memperjuangkan hak-hak mereka agar setara dengan laki-laki dalam pengembangan diri dan peningkatan sumber daya manusia.
Wakil agama berperan untuk menjaga kerukunan umat beragama dari konflik yang timbul akibat penerapan kebijakan yang salah.
