Nabire, Bumiofinavandu – Pj Gubernur Papua Tengah, Ribka Haluk menginstruksikan empat poin penting dalam sosialisasi penyusunan dokumen Grand Design Pembangunan Kependudukan (GDPK) Tahun 2023.
Menurutnya, sosialisasi tersebut jangan dianggap biasa belaka, tetapi harus menghasilkan kesamaan persepsi dalam penyusunan GDPK.
“Jangan dianggap sosialisasi ini hanya pertemuan yang biasa-biasa saja. Namun melainkan sosialisasi ini harus menghasilkan kesamaan persepsi dalam menyusun GDPK di tingkat Provinsi dan Kabupaten/Kota di Provinsi Papua Tengah,” kata Staf Ahli Gubernur Papua Tengah, Bidang Ekonomi, Keuangan dan Pembangunan Provinsi Papua Tengah, Benjamin G Lekatompessy mewakili Gubernur kepada peserta sosialisasi, Kamis (31/08/2023) kemarin.
Menurutnya, GDPK memberikan arah dan kebijakan yang dituangkan dalam program lima tahunan pembangunan kependudukan di Indonesia, untuk mewujudkan target pembangunan kependudukan. Sebab hal tersebut tertuang pada Peraturan Presiden (Perpres) Nomor 153 tahun 2014 tentang grand design pembangunan kependudukan.
Perpres tersebut memberi amanat agar setiap tingkatkan wilayah dapat menyusun suatu rancangan induk/grand design pembangunan kependudukan (RIPK/GDPK) untuk merekayasa dinamika kependudukan di daerahnya.
“Sehingga GDPK penting sebagai alat bantu dalam memantau dan mengevaluasi pelaksanaan pembangunan di bidang kependudukan, agar arahnya tidak melenceng dari garis-garis yang telah ditetapkan dalam perencanaan pembangunan di bidang kependudukan itu sendiri,” tuturnya.
Dijelaskan, GDPK merupakan arah bagi kebijakan kependudukan di masa depan. Sehingga harus sejalan dengan rencana pembangunan jangka menengah nasional (RPJMN) yang kemudian dapat membantu penjabaran target-target dalam rencana strategis dan rencana kerja.
“Pemprov Papua Tengah sepenuhnya menyambut baik perihal penyusunan GDPK ini, dengan menggerakkan seluruh perangkat daerah yang tugas fungsinya terkait dengan penyusunan GDPK. Saya menaruh harapan yang tinggi atas tema sosialisasi ini yaitu urgensi penyusunan dokumen grand design pembangunan kependudukan (GDPK),” harapnya.
Berikut empat poin penting dalam instruksi Pj. Gubernur Ribka Haluk;
Pertama; setiap tingkatan wilayah dapat menyusun suatu rancangan induk atau grand design pembangunan kependudukan, untuk merekayasa dinamika kependudukan di daerahnya yang sebagaimana telah diatur dalam peraturan presiden nomor 153 tahun 2014 tentang grand design pembangunan kependudukan.
Kedua; Pemerintah daerah dapat merumuskan perencanaan pembangunan kependudukan untuk jangka waktu 25 tahun kedepan, dan dijabarkan setiap lima tahunan yang berisi tentang isu penting kependudukan saat ini, kondisi kependudukan yang diinginkan, program kependudukan, serta roadmap pembangunan kependudukan.
Ketiga; diperlukan keterpaduan perencanaan, pelaksanaan, evaluasi, dan pengendalian dalam pembangunan sumber daya manusia (SDM) di Provinsi Papua Tengah. Sesuai amanat Presiden yang tertuang dalam PP Nomor 153 tahun 2014 tentang GDPK, dengan tujuan utamanya adalah tercapainya kualitas penduduk yang tinggi sehingga mampu menjadi faktor penting dalam mencapai kemajuan bangsa.
Keempat; melalui kegiatan sosialisasi GDPK ini, kabupaten/kota dapat menyusun atau meningkatkan GDPK menjadi 5 pilar yang mencakup bidang pengendalian kuantitas penduduk, bidang peningkatan kualitas penduduk, bidang pembangunan keluarga, bidang penataan persebaran dan pengaturan 6 mobilitas penduduk dan bidang penataan administrasi kependudukan.[*]
