Wakil Presiden Prof. KH. Ma’ruf Amin didampingi didampingi ibu Hj. Wury Estu Handayani Ma'ruf, Panglima TNI Laksamana Yudo Margono, Bupati Nabire Mesak Magai, ketika mendengar paparan tentang Bandara Karadiri oleh Kabandara Nabire, Kamis (13/07/2023). – Bumiofinavandu/EL.

Nabire, Bumiofinavandu –  Kampung Karadiri 2 Wanggar Makmur, Distrik Wanggar, Kabupaten Nabire sah ditetapkan menjadi pusat Pemerintahan Provinsi Papua Tengah setelah delapan bulan berlalu. Penetapan pusat pemerintahan tersebut ditandai dengan peletakan batu pertama dan penanaman pohon (Matoa) oleh Ketua Badan Pengarah Percepatan Pembangunan Otonomi Khusus Papua (BP3OKP), Prof. KH Ma’ruf Amin, Kamis (13/7/2023).

Ketua BP3OKP sekaligus Wakil Presiden dari Jokowi ini datang bersama Ny. Hj. Wury Estu Handayani, Panglima TNI Laksamana Yudo Margono, Pj. Gubernur Papua Tengah Ribka Haluk,  Wakapolda Papua Brigjen Pol Ramdani Hidayat, Danrem 173/PVB Brigjen TNI Franz Yohanes Purba, Bupati Nabire Mesak Magai, Wakil Menteri Dalam Negeri, Wakil Menteri LHK.

“Saya berbahagia dapat berkunjung dan menjejakkan kaki di Nabire, Ibukota Provinsi Papua Tengah. Dan saat ini kita berada di kawasan yang menjadi cikal bakal cluster baru Pemerintahan Papua Tengah,” ujar Wapres Ma’ruf Amin.

Selanjutnya, ketua BP3OKP ini mengucapkan  mengucapkan terima kasih kepada jajaran Kemendagri, Komisi 2 DPR RI Pemerintah provinsi Papua Tengah, Pemerintah Kabupaten Nabire serta masyarakat adat Nabire dan para pemilik lahan yang telah duduk bersama demi mewujudkan kebaikan bersama untuk Papua Tengah.

“Kebersamaan yang terjadi kiranya semakin memperkokoh pondasi kerja, untuk segera merampungkan perencanaan dan pembangunan kawasan sentra perkantoran pemerintah baru yang bernuansa kearifan lokal etnik dan hijau.

‘

“Ketersediaan sarana dan prasarana perkantoran, merupakan salah satu simbol kehadiran negara untuk menjalankan fungsi pelayanan publik kemasyarakatan dan pembangunan,” tuturnya.

Lanjut Wapres, pastikan agar implementasi agenda program dan kegiatan strategis, yang dapat menyentuh masyarakat asli Papua di berbagai pelosok Papua Tengah. Dan seluruh elemen telah bersepakat bahwa kehadiran Provinsi baru adalah langkah terbaik untuk menghadirkan perubahan, pelayanan publik dan peningkatan kesejahteraan dalam semangat otonomi khusus.

“Saya titipkan pencapaian pembangunan di Papua Tengah ini kepada seluruh jajaran pemerintah daerah bersama dengan semua komponen masyarakat Papua Tengah,” ungkap Wapres Ma’ruf Amin.

Berikut beberapa poin penting yang disampaikan Wapres Ma’ruf Amin, diantaranya;

Pertama, mengajak semua penduduk Papua Tengah untuk menyatukan hati, memadukan langkah dan memperkuat strategi, guna membawa kebaikan bersama kemajuan bersama dan kesejahteraan bersama jadikan Papua Tengah untuk semua.

Kedua, jadikan momentum peletakan batu pertama sebagai komitmen, untuk mempercepat perencanaan dan pembangunan kawasan tersebut. Selanjutnya mewujudkan pemerintah yang senantiasa hadir dan layanilah masyarakat dengan penuh tanggung jawab.

Ketiga, kawasan ini harus menjadi sentra Pemerintahan Provinsi Papua Tengah. dan tidak hanya menjalankan fungsi pemerintahan semata, tapi menjadi fungsi pusat seni budaya, fungsi ruang terbuka hijau, fungsi keolahragaan maupun fungsi interaksi sosial dari penduduk yang beragam di Papua Tengah.

Keempat, seluruh elemen harus bergandengan tangan, baik pemerintah, tokoh adat, tokoh agama, tokoh masyarakat, Pemuda dan perempuan. Dan juga berbagai kelompok strategis percepatan pembangunan Papua Tengah yang lebih baik, akan lebih mudah terwujud jika kebersamaan terus di pupuk.

Kelima, saya minta Kementerian lembaga dan dunia usaha dan pemangku kepentingan lainnya, untuk memperkuat Sinergi koordinasi dan kolaborasi.

“Mari ciptakan pembangunan di Tanah Papua yang inklusif, berkelanjutan akuntabel. Bersih dari praktik korupsi yang melukai hati rakyat. Semoga Tuhan Yang Maha Esa Allah Subhanahu Wa Ta’ala senantiasa memberikan pertolongannya dan meridhoi semua upaya yang kita lakukan. Wassalamualaikum warahmatullahi wabarakatuh,” tutup Wapres.

Pusat Pemerintahan Provinsi Papua Tengah di Kampung Wanggar Makmur Karadiri Nabire, Distrik Wanggar dengan luas 300 Hektar.

Proses penyiapan lahan pusat pemerintahan didasarkan pada Undang-Undang Nomor 2 Tahun 2012, Peraturan Pemerintah Nomor 19 Tahun 2021 Dan Peraturan Menteri Agraria Dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 19 Tahun 2021 telah menyelesaikan tahap persiapan pengadaan tanah yakni penetapan lokasi pusat pemerintahan yang kita lakukan hari ini.

Selanjutnya memasuki tahap pelaksanaan dimana pada tahapan ini akan dilaksanakan oleh BPN/ATR, meliputi :

1. Identifikasi dan verifikasi

2. Penilaian Ganti Kerugian

3. Musyawarah

4. Pemberian Ganti Kerugian

5. Pelepasan Tanah Instansi

Dan sesuai dengan jadwal yang ada, direncanakan proses pembayaran ganti kerugian lahan akan direalisasikan pada minggu ke IV bulan Juli Tahun 2023.

Kawasan pusat pemerintahan yang mengedepankan konsep pembangunan smart dan green city ini diharapkan tetap melakukan pembangunan yang ramah terhadap kelestarian lingkungan hidup.[*]
