Aktualisasi nilai dan norma ini sewajarnya turut dibawa dalam berbagai sendi dan ruang – ruang pembangunan kehidupan manusia.
Perjuangan Pembangunan manusia Papua di Atas Tanah Adatnya telah menjadi suatu pergumulan panjang dalam sejarah peradaban manusia papua itu sendiri.
Hari ini Dewan Adat Papua sebagai wadah atau organisasi Masyarakat adat Papua di 7 Wilayah Adat, ( Lapago, Meepago, Tabi/Mamta, Ha Anim, Saireri, Doberay dan Bomberai) dipandang cukup penting dalam perjuangan masyarakat pribumi Papua. Tugas dan fungsi lembaga ini untuk memperjuangkan hak hak masyarakat adat (pribumi) Papua dan juga melestarikan nilai nilai dan norma yang berlaku suku – suku di tanah ini.
Keberadaan Dewan Adat Papua diatas tanah papua juga untuk mengangkat harkat dan martabat suku suku pribumi di atas tanah papua. Ada tata cara dari nilai dan norma adat yang berlaku, sehingga di setiap pelaksanaan kegiatan apapun mesti dilakukan seharusnya sesuai norma norma adat.
Konferensi merupakan forum tertinggi yang diamanatkan masyarakat adat diatas tanah papua, sebagai momentum penting untuk memproteksi dan memperjuangkan hak – hak masyarakat adat di tanah Papua.
Penting sebagai masyarakat adat lebih memperhatikan hak hak tanah, hak hak ekonomi budaya dan lain sebagainya, bukan menempatkan masyarakat adat papua sebagai subyek pembangunan namun masyarakat adat semestinya ditempatkan sebagai objek dari pembangunan dalam berbagai segi dan ruang – ruang kehidupan manusia papua.
Persoalan hak hak masyarakat adat di seluruh tanah papua berada pada level memprihatinkan, dimana keberadaan investasi di Papua masyarakat adat sering menjadi korban, tanah hanya dijadikan sebagai alat kompensasi bukan sebagai alat produksi. Perjuangan masyarakat adat papua semestinya tanah menjadi alat tawar atau bargaining Position, sehingga masyarakat adat bisa setara dengan bangsa lain dimuka bumi ini.
Beberapa hal mendasar yang menjadi pertimbangan adalah pelaksanaan KBMAP IV Papua di Kaimana telah mengurangi penghormatan terhadap etika dan tatanan adat dalam struktur wilayah adat bomberay, yang terdiri dari Babo Fakfak Kaimana dan Mimika.
Menyebabkan tiga daerah tersebut tidak berperan aktif dalam kerja kerja kepanitiaan KBMAP IV secara baik atau normative. Pelaksanaan Konferensi Besar Dewan Adat Papua di Kaimana tidak melalui sebuah tahapan prosesi spiritual adat bersama dari suku-suku yang ada di wilayah adat Bomberai .
Harapan Masyarakat Adat Papua terhadap pelaksanaan kegiatan KBMAP IV di Kaimana menjadi ajang penting untuk menghasilkan sejumlah pikiran, ide dan gagasan strategi sehingga terjadinya konsolidasi dan rekonsiliasi yang baik dengan tetap menghormati dan menghargai nilai nilai adat sesama suku dalam rangka mengangkat Harkat dan Martabat Masyarakat Adat di bumi Papua.

Klarifikasi sikap Abstain Dewan Adat Mbaham Matta Fakfak terhadap pelaksanaan Konferensi Dewan Adat Papua di wilayah Adat Bomberay tgl 25 – 30 Oktober 2021 yang bertempat di Kabupaten Kaimana, perlu kami sampaikan sebagai wujud dari tanggung jawab terhadap nilai dan norma norma adat yang harus dijunjung tinggi dan dihormati di tanah ini. Adapun pertimbangan sikap abstain kami sebagai berikut:
1. Dewan Adat Mbaham Matta menyadari dengan sungguh sungguh bahwa pelaksanaan KBMAP IV Papua di Kaimana belum menempatkan etika, dan tatanan adat dalam struktur wilayah adat bomberay yang terdiri dari Babo Fakfak Kaimana dan Mimika dimana tidak terkonsolidasi secara normatif.
2. Komunikasi pembentukan panitia yang semestinya melibatkan keberadaan suku suku di wilayah adat Bomberay tidak dilakukan secara maksimal sesuai etika dan norma adat.
3. Pelaksanaan Konferensi Besar Dewan Adat Papua di Kaimana tidak melalui tahapan prosesi spiritual adat bersama dari suku-suku yang ada di wilayah adat bomberai ( Babo, Fakfak, Kaimana dan Mimika.
