Karcis di RSUD Nabire yang menuai polemik. – Bumiofinavandu/Ist.

Nabire, Bumiofinavandu – Pemberlakuan sistem karcis untuk parkiran kendaraan bermotor di halaman Badan Layanan Umum Daerah Rumah Sakit Umum Daerah (BLUD RSUD) beberapa hari terakhir menuai polemic ditengah-tengah masyarakat Kabupaten Nabire, Papua.

Kebijakan yang diambil dianggap berpihak kepada masyarakat. Ada banyak tanggapan pro dan kontra baik di media sosial Facebook maupun grup-grup WhatsApp di Nabire.

Menanggapi hal tersebut, Kepala Badan Pendapatan Daerah (Bapenda) Nabire, Fatmawati melalui selulernya kepada Bumiofi, Selasa (19/10/2021) menjelaskan, pihaknya belum mendapatkan informasi dari pihak BLUD RSUD Nabire terkait penarikan retribusi parkiran.

Padahal sesuai UU Nomor 28 Tahun 2020 tentang Pajak Daerah dan Retribusi Daerah, serta Peraturan Daerah (Perda) Nomor 4 tahun 2010 tentang pajak daerah. Maka pengelolaan pajak parkir pihak ketiga harus didasari oleh MoU dengan Bapenda.

“Hal ini agar regulasinya memiliki dasar hukumnya,”jelas Fatmawati.

Sebab retribusi parkir menurutnya, hanya bisa dikelola oleh Bapenda yang telah memiliki MoU atau kerjasama dengan Dinas terkait. Sehingga setorannya bisa masuk ke Kas Daerah (Kasda).

Fatmawati juga bilang, selanjutnya adalah retribusi parkir tepi jalan umum yang berada di Samsat. Yang merupakan kerjasama Bappeda Provinsi Papua dengan Kabupaten Nabire, khusus tepi jalan umum. Sedangkan untuk parkiran di pasar ada ketentuannya yakni dengan peraturan Bupati yang memiliki areal sendiri.

“Jadi untuk ketentuan parkir yang bisa dilakukan penarikan sesuai aturan adalah Bappeda dan Dinas Perhubungan.  lain dari itu harus ada MOU kedua OPD itu agar jelas pemasukan ke daerahnya,” jelasnya.

Menurutnya, untuk areal yang ditetapkan pajak parkirnya adalah pasar, perkantoran, BUMN seperti wilayah Bank, pelabuhan, bandara, rumah sakit swasta dan pertokoan. Namun hal itu terjadi jika ada areal parkir khusus dan berkoordinasi dengan agar jelas bagi hasilnya ke Daerah dan pengelolanya.

Lalu untuk areal rumah sakit daerah bisa saja ditetapkan tarif parkirnya, sebab banyak kendaraan pribadi yang parkir lama namun kembali lagi bahwa harus ada MoU. Kemudian dibuat apakah nanti petugas karcis dari RSUD atau Bapenda atau bagi harinya nanti akan dituangkan dalam MoU.

“Sudah ada MoU dengan kepala RS yang dulu yakni 2017 dan 2018 dan berjalan bagus dengan petugas parkirnya dari Bappeda, yakni penarikan karcisnya Rp 1.000  untuk motor dan Mobil Rp 2.000. namun ada sat6u dan lain hal sehingga tidak dilanjutkan di awal Tahun 2019. Dan untuk sekarang kalau ada penarikan karcis, kami sendiri tidak tahu sebab belum ada MaUnya,” tutur Fatmawati.

Menanggapi hal tersebut, Ketua Faksi Nabire Bersatu DPRD Nabire, Rohedi M Cahya menyayangkan kebijakan RS yang menarik retribusi parkir di halaman rumah sakit itu. Ia bahkan mempertanyakan tujuan ditariknya retribusi.

Sebab menurutnya, ada anggaran untuk RS ada dari Otsus dan APBD.

“ini meresahkan dan membebani masyarakat,’” pungkasnya.

Bumiofi telah berupaya untuk menghubungi pejabat di RSUD Nabire, namun hingga berita ini diturunkan belum ada tanggapan yang diperoleh.(*)
