Jakarta, BNN – Pandemi Covid-19 bisa saja menempatkan anak pada situasi sulit. salah satunya yakni menghambat kegiatan belajar – mengajar anak di sekolah. Hal ini akan berpotensi untuk menyebabkan tidak terpenuhinya hak – hak anak termasuk perlindungan bagi anak itu sendiri.
“Sejak awal pandemi Covid – 19 di Indonesia, PATBM telah bergerak dan melakukan berbagai upaya pencegahan dan penanganan Covid – 19, salah satunya melalui 10 aksi gerakan #BERJARAK. Penerbitan panduan PATBM dalam pandemi Covid-19 ini sebagai bentuk penegasan dan memperjelas peran dan tugas dari PATBM. Tujuannya agar para aktivis, kader, dan relawan PATBM mampu memahami langkah – langkah yang perlu diambil secara bijaksana ketika kasus Covid – 19 masuk dalam komunitas mereka dan mengancam pemenuhan hak serta perlindungan anak,” tutur Deputi Bidang Perlindungan Anak Kemen PPPA, Nahar saat membuka Webinar Peluncuran Panduan Perlindungan Anak Terpadu Berbasis Masyarakat (PATBM) dalam Pandemi Covid-19, di Jakarta, dikutip BNN dari rilis humas Kementerian itu.
Pada situasi saat ini, tutur Nahar, kehadiran PATBM sebagai bagian dari inisiatif masyarakat yang inovatif menjadi sangat strategis.
Peran para aktivis PATBM yang menguasai situasi di masyarakat, diharapkan mampu mempermudah dalam menindaklanjuti hal apa saja yang diperlukan saat terjadi kasus COVID-19 di lingkungan mereka. Selain dapat membuka pandangan publik tentang pentingnya melindungi anak dalam krisis pademi COVID-19, panduan PATBM juga dapat menjadi salah satu acuan untuk bersiap menghadapi kondisi kenormalan baru (new normal) yang tengah disiapkan oleh Pemerintah.
“Aktivis PATBM dapat mengambil peran dalam menyosialisasikan dan menyiapkan kondisi new normal pada tingkat masyarakat khususnya pada perempuan dan anak,” Tutur Dia.
Lanjutnya, PATBM sebagai salah satu gerakan perlindungan anak berbasis masyarakat yang telah diinisiasi oleh Kemen PPPA dan dikembangkan bersama Pemerintah Provinsi/Kabupaten/kota.
Selama ini, PATBM berperan aktif dalam upaya perlindungan dan penghapusan kekerasan terhadap anak di Indonesia, terutama pada kelompok masyarakat di tingkat desa atau RT/RW. PATBM juga menjadi gerakan organik yang responsif ketika dihadapkan pada adanya bentuk ancaman atau kasus pelanggaran pemenuhan hak dan perlindungan anak, termasuk ancaman yang tengah kita hadapi bersama saat ini yaitu pandemi Covid-19.
“Saat ini terdapat 548 aktivis PATBM yang tersebar di 34 provinsi, 68 kabupaten/kota dan, 136 ddsa. Seluruh aktivis PATBM tersebut juga telah tergabung sebagai relawan pencegahan Covid-19 di tingkat desa/kelurahan,” lanjt Nasar.
Fasilitator Nasional PATBM, Antik Bintari menuturkan, dengan adanya panduan PATBM dalam pandemi Covid – 19 ini, akan lebih memperjelas dan mempermudah peran dan tugas para aktivis, kader, dan relawan PATBM.
“Ada 4 urutan tatalaksana PATBM dalam panduan ini yakni; Persiapan dengan membuat perencanaan kegiatan baik melalui online maupun offline; Pendampingan yang dilakukan setelah menerima laporan dan melakukan penjangkauan kasus baik kasus kekerasan maupun Covid-19; Rujukan yang dilakukan dalam kondisi khusus yang terlebih dahulu di diskusikan dengan tim Gugus Tugas Covid-1; dan Pelaporan yang dikumpulkan dari data harian terpilah anak dari unsur paling kecil yaitu desa atau kelurahan,” kata Antik.
Sementara itu, Direktur Utama Wahana Visi Indonesia (WVI), Doseba Sinay mengatakan WVI pastinya akan memberikan dukungan dalam pelaksanaan panduan PATBM dalam pandemi Covid-19. “Panduan ini merupakan langkah yang sangat strategis dalam upaya pencegahan dan penanganan Covid – 19 khususnya pada anak. Panduan ini juga telah diselaraskan dengan beberapa protokol penanganan Covid-19 pada anak yang dikeluarkan oleh Gugus Tugas Penanganan Covid-19. Besar harapan agar ini menjadi semangat baru bagi kita semua dalam menghadapi pandemi Covid-19 dan kondisi new normal dalam waktu dekat.
“Kami juga berharap kolaborasi ini dapat memberi kontribusi nyata terhadap langkah penanganan Covid-19 di Indonesia. Anak-anak sebagai kelompok yang paling rentan juga ikut terlindungi kesehatan dan hak-haknya sekalipun di tengah pandemi,” tambah Doseba.
Panduan PATBM dalam pandemi COVID-19 selaras dengan Keputusan Presiden No 9 Tahun 2020 tentang perubahan atas Keputusan Presiden Nomer 7 tahun 2020 tentang gugus tugas percepatan penanganan Corona Virus Disease 2019 (COVID-19) yang secara umum adalah melaksanakan pencegah penularan COVID-19 pada anak dan menurunkan kekerasan pada anak dalam situasi pandemi COVID-19.
